CMake: disable cl_khr_subgroups for CPU devices unless ENABLE_CONFORMANCE=OFF

The subgroup extensions still need some patches to OpenCL-CTS, which are
not upstreamed to OpenCL-CTS. Removing the subgroups from conformance-enabled
build is required for PoCL CPU device pass the official upstream OpenCL-CTS.
